First, check the cable that goes from the Interface PCA to the back panel PCA that the modules plug into. If this cable is disconnected or miswired you will see this error. Other problems that can cause this error:
1. A bad battery.
2. A bad/miswired cable.
3. A bad interface PCA.
4. A bad backplane PCA.
5. Not setting the clock.
